Document Authentication

The Cultural Office certifies the following documents of persons who plan to stay in the Kingdom of Saudi Arabia for work or study purposes:

  • School certificates
  • Training certificates
  • University of Applied Sciences certificates and certificates (Bachelor/Master)
  • University certificates and certificates (Bachelor/Master/State Examination/Diploma/Promotion/PhD)
  • State certificates (approval, specialist doctor, professional permit, certificate of equivalence)
  • Certificates of (high)school attendance

As a representative of the Ministry of Education in Saudi Arabia, the Cultural Office is exclusively responsible for the verification and certification of educational documents. Other documents (e.g. birth and marriage certificates, trade/company authorisations, trade documents, etc.) must be submitted to the consular department of the Saudi Embassy after obtaining the necessary prior certifications.

No. The Cultural Office certifies only the highest level of education. Only in individual cases (e.g. physicians), other educational certificates are certified. If in doubt, please ask the certification department.

Yes. If you have received your document in one of the following countries, the cultural office in Berlin is responsible:

  • Germany
  • Poland
  • Denmark
  • Finland
  • Norway
  • Sweden
  • Estonia
  • Latvia
  • Lithuania
  • Iceland

No certification can be made in the following cases:

  • your documents are incomplete or unverifiable
  • the issuing authority (university, FH, school, etc.) is not accredited
  • it is a degree obtained by distance learning
  • it is a degree acquired by e-learning
  • it is a degree obtained by part-time study

Before submitting your documents to the Cultural Office, you must obtain the necessary pre-certifications. Without these pre-certifications, your documents cannot be processed and will be returned to you.

Documents acquired in Germany must be pre-certified by the Bundesverwaltungsamt (BVA) in Cologne “for legalization for the country: Saudi Arabia”. For more information, please visit the website:

For certificates from other countries, the pre-certifications must be obtained directly from the respective Ministry of Foreign Affairs.

After the BVA/Ministry of Foreign Affairs has obtained pre-certification, please submit the following documents:

  • document to be certified in the original or as a certified copy (with original stamp of the BVA/Ministry of Foreign Affairs)
  • a full copy of the document (not stapled or punched)
  • Cover letter explaining why you need certification. Important: Please provide your full contact details (email, mobile phone number and postal address).
  • passport copy (Information page)
  • For work stays: a copy of your employment contract with the company in Saudi Arabia (certified by the Saudi Chamber of Commerce and the Saudi Foreign Ministry!)
  • For study stays: a copy of your study place commitment from the Saudi University together with the Visa Letter
  • Power of attorney with the contact details of the issuing authority
  • A stamped and addressed envelope (registered letter) for the return of your documents. If the documents are to be collected by a courier or visa agency commissioned by you after processing, please clearly note this in your cover letter. You have to bear the costs yourself.

As a rule, if you submit the documents in full, you can expect 4-6 weeks. However, it depends on the volume of work and the willingness of the issuing authorities to cooperate. Please note that the Cultural Office is obliged to check the correctness and authenticity of your documents before certifying and to contact the issuing institution for this purpose. In some cases, this may result in delays that are not the fault of the Cultural Office.4

Submit your documents in full. Complete the power of attorney and provide the responsible contact person with all contact details, in particular email address and telephone number. Refrain from phone queries, these hinder the workflow. If we need further documentation from you, we will notify you.

Give us time to review your application and contact the issuing institution. The Cultural Office is responsible for the certification of documents from 10 countries and is working full capacity.

Once your documents are ready, you will be notified or they will be automatically returned to you by registered mail if not otherwise specified. In the meantime, you do not have to inquire.

If you prove that you are travelling to the Kingdom of Saudi Arabia for work or study, or if you need to certify Saudi documents for study purposes in Germany, the process is free of charge for you. However, you will have to pay the postal charges.

If you are travelling to the Kingdom of Saudi Arabia, you will need to have your certificates legalised at the consulate of the relevant Saudi embassy after the cultural office has been certified. The Saudi embassy of the country where you received your document from is responsible.

In Germany, you may not submit your documents directly to the consulate. The Cultural Office is also not authorised to forward your documents. You must commission one of the following two accredited visa agencies:

This service incurs costs that you would like to ask the aforementioned agencies.

If you would like your documents to be collected by one of the above-listed agencies at the cultural office and forwarded directly to the embassy after the certification, please clearly note this in your cover letter. You will then be informed as soon as the processing of your documents is completed and you can appoint one of the agencies.
